Walk two blocks off Forsyth Park and you can find two brick townhouses across the street from each other, similar square footage, similar condition, listed months apart at prices that look impossible to reconcile. The portal will not tell you why. The listing agent may not either. The answer usually sits in a city file, and it comes down to a single certificate and a countdown that starts the day the deed changes hands.
That certificate is what turns a Historic District address into an investment asset, and the countdown is what decides whether that asset survives the sale. If you are shopping the Downtown, Victorian, or Streetcar districts with any intention of renting on Airbnb or Vrbo, this is the mechanism the median-price story hides.
The Certificate Is Attached To The Property, But It Does Not Ride Along With The Deed
Savannah issues a Short-Term Vacation Rental (STVR) certificate to a specific parcel. When title transfers, that certificate does not automatically move with it. Per Sec. 8-11012 of City Code, STVR certificates remain non-transferable. The legal instrument expires with the sale.
What does survive is the parcel's eligibility. When a transfer of property title occurs for a parcel with a pre-existing STVR certificate, a new application from the transferee/grantee will not be denied on the grounds that the issuance of a certificate will exceed the per-ward maximum cap limitation if the transferee/grantee applies for a new STVR within six months from the date of title transfer.
Read that sentence twice. The seller cannot hand you a working certificate at closing. You are inheriting a right to apply, and that right dies at month seven.
If the seller stopped renting eight months ago and let the license lapse before you closed, the eligibility is gone. If you close and then get distracted by a renovation for seven months, the eligibility is gone. In either case, you now own a house in the same overlay as your neighbor with a working certificate, but you are behind a waiting list that has taken years to move.
The city runs applications through the Rentalscape registration portal, and as of July 26, 2024, all STVR applications and renewals are processed exclusively through the Rentalscape online registration portal. The city no longer accepts paper applications. Approval also requires a Business Tax Certificate from the Revenue Department, filed before the Planning and Urban Design office will issue the STVR certificate itself.
Why Every Downtown And Victorian Ward Is Already Full
The cap is not a soft target. As of September 29, 2017, a 20% per-ward cap is applicable to non-owner occupied parcels in the Savannah Downtown Historic District as indicated in figure 7.5-1 and the Victorian Historic District as indicated in figure 7.5-2. A ward is a small unit, roughly a square and its surrounding blocks, and the cap counts residential parcels inside it.
When the ordinance passed, the city had already handed out most of the supply. In those 28 wards, the City has already issued more than 1,000 STVR certificates, and there are 102 more applications that have not been processed yet. The result is that every ward in the Downtown and Victorian Historic Districts is effectively closed to new non-owner-occupied STVRs. The Chatham County jurisdictional line is easy to check: if the parcel identification number obtained from the Chatham County Tax Assessor's property record card begins with a "2," that property is within the City of Savannah jurisdiction; if the PIN begins with a "1," the property is in Chatham County jurisdiction. The Streetcar Escape Hatch And Its Owner-Occupancy Trade
The Streetcar (formerly Mid-City) Historic District plays by a narrower rule. In the Streetcar (formerly Mid-City) local historic district, all STVRs on parcels zoned TN-2 must have two or more dwelling units, one of which must be owner-occupied. A duplex where you live in one half and rent the other short-term qualifies. A single-family bungalow on the same street does not.
This is where the math shifts for house-hackers. You accept living next to your guests in exchange for skipping the ward-cap waiting list entirely. Occupancy limits still apply, and the maximum occupancy for non-owner occupied STRs is four adults for units with up to two bedrooms, and two adults per bedroom for units with three or more bedrooms, so the pro forma has to respect the headcount ceiling.
What The 2026 Cool-Down Actually Means For Overlay Buyers
Citywide, the balance is tipping toward buyers. The average rent in Savannah is $1,950 per month as of June 13, 2026. Average rent prices in Savannah have remained the same over the last month and have decreased by 3% since last year. Long-term rental yields are compressing at the same time as the sales-side days-on-market number stretches out.
That national-style softening does not touch certificated Historic District parcels the same way. Their income is not benchmarked against a $1,950 long-term rent; it is benchmarked against a nightly rate the ward cap keeps scarce. Two things follow.
